Mobile Complete does not solve the fragmentation issue, but help on the testing side. It's a very very very smart approach, the best I've seen so far, and they have great tools associated. The bad thing: very expensive (but might have changed since last time I've checked it) Mobile Complete and Mobile Distillery haves different approach and solve different problems, and are probably complementary.
